Building on the skills and desires of job seekers to meet unmet needs in the region: this has been the project of the “Territories zero long-term unemployed” experiment since its launch in 2017, in 19 areas of 5,000 to 10,000 inhabitants.
In practice, a CDI, on a chosen time basis and necessarily paid at the minimum wage, is offered unconditionally to each long-term job seeker in the area, whether or not they are registered with Pôle Emploi: the volunteers become employees of a d’emploi (EBE), which carries out locally useful missions, but does not compete with companies in the region. 13 Avenir, which works in priority neighborhoods in the 13and Parisian district, has an associative statute.
“We have about twenty professions around four major sectors, lists Elisa Lewis, Executive Director. The reuse of materials, services to the population (concierge, digital mediation for seniors in difficulty), services to other employers in the area (delivery of bread and organic baskets by bike) and the animation of a third place in a Salvation Army accommodation center (coworking space, solidarity catering). »
Upon hiring, an individual assessment is organized with each employee to take stock of what he knows how to do, and what he would like to be trained for within the EBE. Laure Descoubes is responsible for the local committee for employment in Thiers (Puy-de-Dôme), which includes four EBEs employing 153 employees today. “We co-construct activities with people: for example, those who say they know how to sew, but would like to improve on certain techniques. »
To liberate oneself
Before that, general training in “know-how” is provided so that the ex-unemployed regain confidence: computer upgrades, autonomy, personal development, etc. “With usexplains Elisa Lewis, there is a two-month integration course offered by Pôle emploi prior to hiring. People are accompanied on the expression of their appetites. »
Then technical training is offered on an individual basis, or even long-term qualifying training. “In each EBE, there is a skills development plan and a prioritization of the training to be carried out: as in a traditional company”recalls Laurent Grandguillaume, president of the association Territories zero long-term unemployed.
Harry Françoise, a 51-year-old ex-storekeeper, trained in catering thanks to Pôle emploi just before joining 13 Avenir, in 2018. He now manages the kitchen of the solidarity restaurant, which serves thirty covers every day. “I was first integrated in relation to my skills as a storekeeper. But I wanted to develop a solidarity coffee project: thanks to the EBE, I was able to do new training in collective catering, in gestures and posture in relation to the kitchen, in hygiene, training in first aid at work… A café solidaire also came to train us on how to welcome customers. » Proud of the progress made, he now trains his colleagues in the kitchen and sponsors young people in the neighborhood, to “Help them also regain their self-confidence”.
